About Civil Service Department under the Ministry of the interior of the Republic of Lithuania

Civil Service Department under the Ministry of the interior of the Republic of Lithuania is a governmental institution engaged in the management of the civil service, involved in the formation and implementation of state policy in the field of management of civil service entrusted to the Minister of the Interior.

Civil Service Department’s Vision is a civil service’s center of competencies, a team of professionals providing the highest quality human resources management services.


Short History of Civil Service Department

On July 1, 1994 Ministry of Management Reforms and Local Government Affairs was established in which 1995 Civil Service Division was founded. In the same year the first law on civil service was adopted “The Law on Officials”. This law had a number of gaps, did not meet the standards of the European Union, then in 1999, a new Law on Civil Service was adopted.

In 2002, in preparation for Lithuania's accession to the European Union, a new version of the Law on Civil Service was adopted. With corrections this version of the Law is valid until now.

On December 1, 2002 a civil service management institution was established – Civil Service Department which was subordinated to the Ministry of the Interior.

In 2009 SIGMA experts assessed all systems of civil service management of new state-members of Europe Union and have concluded that Lithuania’s civil service best suits the principles of European public administration.

In 2012 Civil Service Department became a governmental institution.

As a partner of the EU Twinning project in 2015-2016 Civil Service Department has helped modernize Moldova's civil service and is currently contributing to the improvement of the Azerbaijani civil service system.
