Objectives of Civil Service Department Activity

  1. To participate in shaping a society needs responsive, responsible for results of performance, innovative, flexible, transparent and competitive civil service;
  2. To ensure methodological management to the civil service;
  3. To ensure implementation of the Law on Civil Service and related legal acts.

Functions of Civil Service Department

  1. Carries out examination, coordination, refinement and targeted analysis of legal acts projects which are related to the civil service and personnel management. Provides conclusions and/or proposals that may affect the quality of such legislation;
  2. Analyzes the need for human resources in the civil service, provides methodological recommendations on the need for civil servants in relevant areas of state governance;
  3. Coordinates training of civil servants;
  4. Analyzes the training and career needs of civil servants and provides proposals for implementation to state and municipal institutions and organizations, takes actions to attract talents into the civil service and promote their effective use in the civil service;
  5. In accordance with the procedure established by the Government organizes information on vacancies in international organizations and institutions, institutions and bodies of the European Union, bodies set up by the European Commission or the Council, organizations, civilian international operations or missions, foreign institutions jointly established by the European Commission and the Member States of the European Union Institutions, organizes selection of candidates for positions in foreign institutions and reserve of delegation.
  6. In accordance with the procedure established by the Government organizes the dissemination of information on the improvement of the qualifications of civil servants in other state and municipal institutions, and, if necessary, organizes selection of state employees who could be sent to improve qualifications in foreign institutions.
  7. Analyzes experience in the field of civil service management, participates in the development of personnel management standards in the civil service, makes proposals to state and municipal institutions and organizations of personnel management in the civil service;
  8. Participates in the preparation and implementation of measures which allow to prevent violations of the Law on Civil Service and related legal acts, provides methodological assistance on issues related to the application of the Law on Civil Service and related legal acts;
  9. Implement the dissemination of best practices in the field of civil service management;
  10. Hold meetings with personnel specialists to discuss issues related to the civil service management.
  11. Supervise the implementation of the Law on Civil Service and related legal acts; in cases described in legal acts, and according to the procedure established by legislation, performs checks at state and municipal institutions and organizations;  following public information published by the media, investigate this information if there is any reasonable data of a possible violation;
  12. Investigates individuals’ reports, complaints and requests regarding issues related to the implementation of the Law on Civil Service and other related legal acts;
  13. In accordance with the procedure established by legal acts, approve natural persons and legal entities who seek to train civil servants, approve and register the training programs of civil servants, and carries out quality supervision of their implementation;
  14. Announces vacancies of a civil servant and selections of an alternate civil servants in accordance with the procedure established by the Law on Civil Service and related legal acts;
  15. Examine general skills and management competences of candidates for a civil servant position.
  16. Administrates a civil servants’ reserve filled of candidates for civil servant position whose general, managerial skills and foreign language proficiency meet the established requirements, persons who, in accordance with the procedure established in Paragraphs 2 and 3 of Article 16 of the Law on Civil Service, have the right to restore the status of a civil servant as well as persons who, on the basis of Paragraphs 2, 3 and 15 of Article 43 of the Law on Civil Service, are dismissed due to the abolition of the position, persons who have been dismissed from the position of a civil servant (head of the institution) after the agreement between the parties (except for the head of the institution who is hired by the basis of political (personal) confidence), retirement of a career civil servant (when the compensation is paid in the manner prescribed by Part 2 of Paragraph 6 of Article 41 of the Law on Civil Service), former civil servants (except for the alternate civil servant aged 65 years) who had been in office continuously for at least two years and dismissed from office because of the return of not-alternate civil servant to the position; in accordance with the procedure established by legal acts organize civil servants' transferability in a prescribed manner;
  17. Manages the Register of Civil Servants and the State Service Management Information System;
  18. In accordance with the procedure established by legal acts, inspects requests from state and municipal institutions for issuing civil servant certificates and for renew the certificates. Prepares orders to Identity Documents Personalisation Centre under the Ministry of the Interior of the Republic of Lithuania for civil servants certificates and items’ updates.
  19. Civil Service Department in accordance with the procedure established by legal acts, issues, changes, cancels invalid official certificates, organizes their destruction, performs other functions prescribed by the Law on Civil Service and the other legal acts in the manner prescribed by legal acts.
